Break - even of electronic patient summaries

An interesting article was published recently on the Scottish emergency care summary.
The authors state that the break -even point for that particular case was 7 years after implementation and was largely dependant on utilisation. I find 7 years a long time in health care IT. But, they were one of the early birds so delay in utilization is logical and we can expect similar implementations in other countries to have net positive effect in less than 7 years.
